AFTER THE LAST LAP CONTROVERSIES IN ABU DHABI, FIA HAS AMENDED THE RULE TO SPECIFY THAT ALL LAPPED CARS MUST BE WAVED BY THE LEADER WHEN IT IS SAFE TO DO SO.

During the last lap begind the safety car, Lapped cars were asked to overtake the leader. However, only the cars between Lewis and Max were asked to overtake.
The rule now states that if it's safe, and all competitors are informed that lapped cars can now overtake, only then they can overtake. And, all lapped cars will overtake
